As long-time public servant, Ninong Chavit knows the importance of staying true to your word.


When he ran for Congress in 1987, he vowed to bring development to his hometown. Once in office, he authored Republic Act No. 7171 or the Tobacco Excise Tax Law – a law granting benefits to provinces and municipalities that produce Virginia type tobacco. Aside from Ilocos Sur, among the beneficiary provinces of his law are La Union, Ilocos Norte, and Abra

To date, he considers the passage of Tobacco Excise Tax Law as among his greatest achievements.
